A short time ago I was contacted by Laurie Fagan, a reporter for the CBC 'Ontario Today' radio program. She was interested in interviewing someone in regards to Bill S-18. As she wanted to interview someone in the Ottawa area I suggested a number of people for her to consider. I have just received a message from John D. Reid (British Isles Family History Society of Greater Ottawa) stating that he had been interviewed by Ms. Fagan this morning. He explained why the 1911 Census records would be useful for his research of his great-uncle, and that information in CEF attestation papers, freely available online, is far more personal than anything in Census. John stated that Ms. Fagan indicated that her item, including interview material from himself, Chad Gaffield (panel member of the Expert Panel on Access to Historical Census Records), and Senator Gerald Comeau (not one of those recommended by me), was scheduled for broadcast tomorrow (Thursday, 5 May), at Noon Ontario time. 'Ontario Today' is broadcast in Ottawa on FM 91.5, and I assume a number of other CBC stations in Ontario. It is accessible on the Internet from their website at http://www.cbc.ca/ontariotoday/ There is a link there for their audio feed. Click on 'Listen Live' 'Ontario Today' is a news and phone-in program running from Noon to 2:00 PM Ontario time. During the second hour they take calls from listeners.     3. To all:- Census Bill Passes Third Reading in Senate I want to take a moment to thank all of the Senators who voted in favour of S-18 on April 20th. The bill has now passed the Senate and we are hoping that in the midst of this very difficult Parliament, the bill will get final approval. http://www.globalgenealogy.com/Senscore1.htm The debate in the Senate was quite heated and reflected the fact that there are still those who are, quite rightfully, concerned about privacy issues. However, in the long run, the Senate did conclude that this bill is an honest compromise that addresses everyone's concerns. To all the Members of Parliament of Canada:- All Canadians, plus many with Canadian ancestors, would really like to learn very important bills have been finalized prior to the much-publicized possible election. We sincerely hope, as ones elected to speak for all of us, all items will be finalized. BILL S-18:- Since March 1999 we know you have all been inundated with letters, faxes, emails requesting the release of our Canadian census records. Bill S-18 is an Act to amend the Statistics Act. Several motions were made and defeated, at least five bills made their way through the Senate and House of Commons, only to be trashed when the former prime minister prorogued Parliament -- they were never defeated. Bill S-18 was passed in the Senate 51-16 on April 19, following First and Second Readings, Committee and Report, finally Third Reading, debate and vote. http://www.globalgenealogy.com/Census First Reading of S-18 in the House of Commons was April 20 by The Hon. Tony Valeri for the Minister of Industry. The Canada Census Campaign Committee requests Bill S-18 be completed in ONE day. We feel Committee and Report are not needed as the following are in favor of Bill S-18:- Information Commissioner, Privacy Commissioner, Chief Statistician, National Archivist, Canada Census Campaign and Canadian Historical Association. We sincerely hope this can be accomplished, plus other important left-over items before any election may be called ITEMS THAT NEED TO BE PASSED:- BILL S-2:- This bill, introduced by John Reynolds, is an amendment to the Citizenship Act, is unanimously supported by the Senate of Canada, the Opposition parties and some Liberal Members of Parliament. It would give/restore Canadian citizenship to almost 100,000 men, women and children who lost this between 1947 and 1977. A great deal of this number, known as Lost Canadians, were children and as parents moved to another country for work, the children lost his/her Canadian citizenship. DNA -- In A Federal Database The DNA of all convicted criminals should be on file, taken as part of the legal procedure. This would be a protection of our privacy, not an invasion of the privacy of the criminal. We know of one female who will soon be released, may move, may change her name but is her DNA on file? It should be, as ones who know state she might commit another crime. It could be a "stand-alone" law, or simply added to Christopher's Law -- named for Brampton's young Christopher Stephenson who was molested and killed by a pedophile dropped into a neighbourhood without the local police being notified. Thus, our Canadian WISH LIST has three items:- 1. Bill S-18; 2. Bill S-2 and 3. A Canada-wide DNA federal database. All should be on a priority list to protect Canadians. Muriel M. It has the support of the Chief Statistician of Canada, the National Librarian and Archivist, and the Privacy Commissioner. The access it would provide was supported by the report of an Expert Panel appointed by the government in 1999 and by a series of Town Hall meetings in 2000/2001. 210 Members of Parliament, including all four House Leaders and three of four Party leaders, are currently on record as supporting the access we seek. More than 75,000 signatures supporting that access have been sent to the House of Commons and the Senate. Since 1998, our efforts to regain the public access to Historic Census records we are entitled to have seen seven Parliamentary Sessions in four governments. We have seen three elections and are currently looking at the possibility of a fourth. We have seen five Ministers of Industry (responsible for Statistics Canada), three Privacy Commissioners and two Information Commissioners. We have seen at least three Private Member Motions and four Private Member Bills in the House of Commons, two Private Senator Bills and now two government Bills in the Senate. At times we have been advised by MPs and Senators that this issue has generated more correspondence to them than any other subject. Each time it appeared we were close to achieving our goal, a Session was prorogued or an election was called, causing any Bills or Motions to die on the Order Paper. We call upon ALL Members of Parliament - please expedite passage of Bill S-18 by foregoing the Committee and Report stages - pass Second and Third Readings in a single day. This is not a well researched answer, but I can tell you that using the tools at : http://digital.library.mcgill.ca/Countyatlas/showtownship2.php?townshipid=gloucester there were no families named Innes in the Ottawa area about 1880 - or at least listed in the county atlases. Also checking the 1871 census, online at the archives, shows no Innes families east of Kingston. I don't know the actual origin of the Innes Road name, but closely inspecting the map at the link above shows no Innes families along that road. Many of the roads are named after landowners listed on the map and next to the road. Obviously I cannot tell if these were named after the owners listed here or other people of the same names.     3. To all -- It seems one person gives a number, then another makes an error with one of the digits and we end up with a comedy of errors. This has happened with the recent April 20 letter from Jeff Paul, policy advisor for Senator Lorna Milne, a portion is printed below:- ------- I am very pleased to inform all of you that by a vote of 51-16, the Senate has passed Bill S-18 at third reading. It is now headed to the House of Commons where it must pass 3 readings before it becomes law. --------- First either Gordon or I made an error, making the number 59-16, which is incorrect. Gordon's column will be sent to Rick Roberts tomorrow, so we did some checking by telephone. Also a graph will be posted in the column and number remains 51 YEAS to 16 NAYS -- the graph will list Senators of each group and the Senatorial scoreboard will be updated accordingly. Check http://www.globalgenealogy.com/Census/Index6.htm There WERE 209 Members of Parliament before Paul DeVillers sent a very positive letter -- now we have 210. Many are sending emails to parliamentarians but do not expect a reply unless (1) the Member of Parliament knows you and (2) you give your complete address -- they like to know what part of the country we inhabit, whether Canada or United States.     3. To all:- How many have written letters as requested by Jeff Paul, Senator Lorna Milne's policy advisor? Very possibly all have, but have not copied them to either Gordon Watts or myself as yet. http://www.globalgenealogy.com/Census/Index6.htm I know the Members of Parliament are "visiting" various parts of the country this week, but please get the message to all, even if he or she has a GOLD tick, that we would like to have a quick passage of Bill S-18. This government bill has been talked about, debated, has had First and Second Reading, Committee, then Third Reading when Senator Lowell Murray surprised all of us. The vote was 59 to 16 and when Gordon has time, he will be posting the YES and the NO Senators. We understand First Reading has already taken place so will check Hansard for this. However, knowing the past history of any census bills, we do not want this dumped in File 13 should an election be called. Just in case -- IF anyone has census petitions ready to send, please do so -- Gordon and I will keep these -- he may send House of Commons ones -- I will store Senate and Non-Resident. It will now be on its way to the House of Commons where hopefully it will be fast-tracked. Bill S-18 is non-partisan and will allow release of the 1911 to 2001 census records at 10-year intervals. The 1911 census was due for release June 1, 2003. Researchers will be pleased to know the bill has been approved by the Information Commissioner, Privacy Commissioner, Chief Statistician, National Archivist, Canada Census Committee and Canadian Historical Association.
