John, age 50, ships carpenter, and his wife Elizabeth, age 45, are listed with children William, age 20, seaman; Robie, age 18, ships carpenter; Martha, age 16; Frank, age 12; Annie, age 10; and Minnie, age 8. My husband's great grandfather is Matthias McLeod married to Catherine Harvey. Their son Frank, born 1861, immigrated to Lowell, Massachusetts in about 1884 where he married for the second time (nothing known about first marriage) and had two sons, Guy and Roy. Matthias had children George, age 24; Sarah, Susan, Harvey, Mary A., Francis, age 9; Bertha, Emma and Marina in 1871. Matthias was also a ships carpenter. Do you know if John is related to Matthias? There is also a George McLeod, age 80 in the 1871 census and I am wondering if this could be the father of Matthias and/or John. Any information that might indicate a connection or lack of one would be appreciated.

Reid responded to a complaint by Professor Bill Waiser (submitted in November 2000) regarding the refusal of Statistics Canada and Chief Statistician Ivan P. Fellegi to transfer care and control of nominal schedules of the 1906 Special Census of the Western Provinces (Alberta, Saskatchewan and Manitoba) to the National Archivist for subsequent public access in accordance with the statutes of Canada. On 12 December 2002 Mr. Reid responded to a further thirty individuals who had submitted similar complaints. I am aware of complaints by others, including my own, that have not yet been responded to. In each response to complainants Mr. Reid stated: "As a result of this investigation, I found that access to the withheld records is authorized pursuant to paragraph 19(2)(d) of the Access to Information Act by reference to subsection 8(3) of the Privacy Act and s.6 of the Privacy Regulations. On October 18, 2002, I recommended that SC release the requested schedules. However, on November 1, 2002, Dr. Ivan P. Fellegi, Chief Statistician, informed me that he does not intend to follow my recommendation." This finding supports the position of the National Archivist, Ian E. Wilson, who has requested transfer of the records in question to his care and control. It supports also the findings of the Expert Panel on Access to Historical Census Records that, in June 2000, recommended the immediate release of the 1906 Schedules of Census with the orderly release of subsequent Censuses, 92 years after collection, in accordance with the Access to Information and Privacy Acts. Makeup of the Expert Panel included, among others, the Honourable Gérard La Forest, retired Supreme Court Judge, and John McCamus, Professor of Law at York University. Mr. Reid's findings are supported by the legal opinion of Ann Chaplin, Senior Counsel, Constitutional and Administrative Law, Justice Canada (1 August 2000). Ms. Chaplin, unlike those giving opinions before her, considered all aspects of the situation, including the four Statutes of Canada that have a bearing on this issue (National Archives of Canada Act, Statistics Act, Access to Information Act, and Privacy Act). Ms. Chaplin came to different conclusions than those before her that considered only the narrow aspect of a 'Secrecy' clause in Instructions to Officers and Enumerators of Census. During the entire tenure of Dr. Fellegi as Chief Statistician of Canada, he has opposed public access to Historic Census Records, and has refused to transfer care and control of those records to the National Archivist in accordance with the applicable legislation. In so doing he has contravened legal provisions of the National Archives of Canada Act, the Access to Information Act, and the Privacy Act. By extension, it might be considered that the Minister of Industry, being the Minister Responsible for Statistics Canada, has also been in contravention of these Statutes. With the possible exception of the Privacy Commissioner, Chief Statistician Ivan Fellegi stands alone in his opposition to public access of 92-year old Census records. All studies and surveys to date have supported such access. Mr. Minister, I mean no disrespect to either yourself or Dr. Fellegi. It is time, however, that the Chief Statistician was directed to obey the laws of Canada. No civil servant, no matter how high ranking, is above the Laws of Canada. We call on you to direct the Chief Statistician of Canada to obey the law and immediately transfer care and control of Nominal Schedules of the 1906 Special Census of Western Canada to the National Archivist. If, after being directed to do so, Dr. Fellegi refuses still to turn care and control of these records over to the National Archivist, he should be replaced with someone who is prepared to obey the Laws of Canada. Also among those buried in the Congregational Cemetery, we learn that Sarah, the beloved wife of John Cole, "who departed this life Aug. 16, 1861, Aged 23 yrs. Her end was peace". We hope one of the gifts for 2003 will be release of the 1906 census IN FULL. The Hon. Allan Rock, along with Senator Lorna Milne, have been working very hard on legislation, scheduled to be presented very soon. I know Senator Milne's desire is the complete census with NO restrictions. As we gather around the table for Christmas family parties, {and I discussed this with Senator Milne}, WE could all assist with SUPPORT. Ask everyone at the Christmas dinner table to sign PETITIONS! If a child knows how to read and write, let them sign. The Census Petition is the only PROOF we can provide that WE desire the census records released. I have suggested to a leading member of Quebec Genealogical Society that each member gather at least EIGHT signatures as shown on Page 2 of the census petition -- each group gather these, and believe me, we would need a truck to take all the paper to Parliament Hill!! I would have to have tabulation, but these details may be worked out later after signing. We also wish every member of Ontario Genealogical Society would collect at least eight signatures, and again, we would have a great show of support for Allan Rock and Senator Milne. Individuals are invited to sign petitions instead of guest books -- we do not care if French or English -- we just need these, and when family members are gathered, a great opportunity to sign both Senate and House of Commons (or Non-Resident). http://www.globalgenealogy.com/Census/Petition.htm Please -- timing is crucial -- legislation will be presented shortly and we must provide the support. My thanks to all who have forwarded to me the message relating to Professor Bill Waiser's response from the Information Commissioner to his complaint regarding Statistics Canada's refusal to grant access to the 1906 Special Western Census. I have been in contact with Professor Waiser who will be providing me with a copy of his press release. I will be able to post this after his press conference Wednesday morning. I am advised that others who complained to the Information Commissioner regarding this matter are now receiving their responses as well. I expect that mine will be waiting for me on my return home at the end of the week. I would request that all those who receive a response from the Information Commissioner regarding their complaint on this matter to please send copies of those responses to me. I will be putting them all together and submitting copies of them to our lawyer, Lois Sparling. They may well play a part in our current legal action. Copies of these responses may be sent to me at 1455 Delia Drive Port Coquitlam, BC V3C 2V9 Alternately, they may be faxed to me at 604-942-6843. In this instance, however, I would prefer to receive photocopies in the mail. I would request also that those receiving responses from the Information Commissioner complete and return the forms that accompany the response, giving the Information Commissioner authourity to proceed to the Federal Court on their behalf. At this time I would not recommend proceeding individually because of the cost involved. If the Information Commissioner proceeds on our behalf, the cost is to the government, not ourselves. Archelaus Crowell died about 1800 and the widow Mary Crowell then married a "Mr. Brown" of Liverpool NS after 1805. Would anyone have any idea who he was, when he died, and when Mrs. Mary Brown died?
There could be further information re the original settlers of COFFIN'S ISLAND at the mouth of the harbour at Liverpool, Nova Scotia. When one is at Fort Point in Liverpool, looking out to the sea, the small island on the left at the mouth of the harbour is Coffin's Island. I believe there was a former name for the island, but information would be available at Thomas H. Raddall Research Centre. Muriel M.
