Also "The Presbyterian Witness" may have something, but I'm not sure how much local events were covered by this publication. Perhaps The Royal Gazette from Halifax as the official publication of the provincial government might mention the scandal. The Halifax Herald would be another good place to check. The Library of Congress might have consul records archived for research. Sorry I don't know where you live to advise on sources.
