MAY BE FORWARDED Greetings All. For some time we have been hearing about a "compromise solution" to the Census issue that Statistics Canada and former Privacy Commissioner Bruce Phillips felt would meet the needs of genealogists and historians seeking access to Post 1901 Census records. Current Privacy Commissioner George Radwanski has stated that the 'compromise' is something that he can accept. It has been mentioned in Hansard for the Senate, recent responses from MPs and certain Senators mention it, Neil Sheridan and George Radwanski supported it in Senate Committee hearings in September, and now it has been used in the Ottawa Town Hall meeting. It might be stretching things at this point to suggest that the 'compromise' is being 'pushed' at the Town Hall meetings but copies of it were made available to everyone attending the meetings, and every presenter was asked if they could support it. It is my understanding that without exception, every presenter rejected it out of hand as being too restrictive and unworkable. Following the Senate Committee hearings I attended in September I was able to obtain a copy of the "compromise" and have done a thorough examination of it. I agree with the assessment of the presenters of the Ottawa Town Hall meetings. The so-called 'compromise', in my opinion, is no 'compromise' at all, and in fact is so restrictive as to be little better than no access at all. I have done a critique of this document, and included it in my latest column for the Global Gazette. Because of the length of it I will not post it in this message. The critique may be accessed at the following URL. http://globalgazette.net/gazce/gazce74.htm Like Environics and Statistics Canada, I am very interested in knowing how you feel about the so-called 'compromise solution'. After reading it I would ask that you send me a message stating your feelings about the 'compromise' suggested. Please limit your comments to what you feel about the 'compromise' suggested rather than my critique of the various sections. Place in the subject line of the message only 'Compromise Solution' without the quotation marks. I have set up filters in my email program to funnel these messages into a specific folder. My intention is to send these comments to Environics and/or Statistics Canada. My next column for the Global Gazette, which I am writing at this time, will include a critique of Dr. Ivan Fellegi's presentation to the Senate Committee. She was born 7 Jun 1863 ( 1891 census). Also her father was Hilaire. Looking at the 1871 census I found a Sebastien Hilaire Comeau with a daughter Celine age 8 I didn't copy down the other children. Also living with them was his mother Audlaire. Also checked with Fred Union who has done quite a bit on the Comeau family. Since I did this work for my neice Adrienne Pothier McCosh shehas all my notes on this. I come from the Etienne Hebert line who married Jeanne Comeau. If I can be of anymore help let me know. [The best Christmas present yet -- but more to do --Muriel] I have just received a telephone call from the Office of Senator Lorna Milne. The Senate Standing Committee on Social Affairs, Science and Technology has PASSED Bill S-12 - An Act to Amend the National Archives of Canada Act and Statistics Act (census records), WITHOUT AMENDMENT. The Bill will now be referred back to the Senate in Report Stage and will receive more debate. We are optimistic that following that debate Bill S-12 will pass third reading and be referred to the House of Commons. We still have a ways to go, but having the Senate Committee pass this Bill, especially without amendment, has been a major step towards achieving our goal of regaining the public access to Historic Census records that we are presently denied. While passed without amendment, the Senate Committee did have some observations to make regarding the Bill. I am not at this time aware of what those observation are, but will post them as soon as I know what they are. Having passed this stage does not mean that we can let up on our efforts to let MPs and Senators how we feel regarding this issue. I encourage you to write the Members of the Senate Committee thanking them for their accepting Bill S-12. Write other Senators to encourage them to support the Bill in debate and to vote to pass the Bill in third reading. Write the MPs as well to seek their support when the Bill is referred to the House of Commons. Continue to collect signatures on our petitions. We need to tell our representative in Parliament that it is not just a handful of genealogists and historians that seek access to these records -- it is the people of Canada who do so. Hi Gordon , Does anyone know if Terry Punch , the eminent genealogist from Halifax and frequent personage on CBC Radio Noon show is booked in Halifax as yet ? I don1t see his name on the N.S, List so I wonder if he and the Nova Scotia Genealogical Society is involved in this issue ? As a member of the N.B. GS but living in N.S. I will be attending the N.S. Session but do not feel qualified to speak in so limited a forum . My gut feeling is tha t those who present must represent a " weight " of opinion . Letters again must follow . If the powers that be suppose that by "allowing "a few ; 5-8 individuals to express their opinions on this subject publicly in a city the size of Vancouver or Toronto or Halifax fills the bill , then they are sadly mistaken. Any reputable public opinion poll would of necessity choose a much larger sample of public opinion . Take the number ot so called "Town Hall Meeting " and multiply it by the number of possible speakers in the allotted time period . And guess what folks , " SNOW JOB " Can you honestly say 5 -8 maximun speakers will determine the viewpoint of 350,000 Halifax and area residents ? Or ALL of Canadsa a mere 150 or so ? This is touted as consulting the public? I beg to differ strongly . !! We go thru the motions but as age advances and experience teaches governments do what they will and the people they injure be dammed !! Our media fail us miserably when they in ignorance or disinterest judge our cause to be " unworthy of news coverage . I have yet to read an article in either the Halifax Herald or The Daily News , both of whom purport to express the opinions of the residents of the Greater Halifax area regarding this issue in any shape or form. This in spite of numerous e-mails of all pertinent data and info to their respective news rooms . You media , you journalists , you so -called protectors of the public good and of the heritage of all Nova Scotians and all Canadians , you do the public a grave disservice in this respect . All future generations will suffer the loss of precious and irreplaceable data if the Federal government ia allowed to deny access to Census data ,given freely by its citizens . those who wish to search for their family roots. They, Statistics Canada , propse that a promise was given to the public in 1906 (in western Canada ) and 1911 in the rest of Canada that the info that they gave the Census taker would forever remain "confidential" . This assertion has been challanged under the "Freedom of Information Act " and to date they have been unable to produce any repeat ANY documentation to support this view. To you in the local and extended ( Canada wide media ) I say wake up to another travesty which is about to befall a portion of your citizenry. We who are involved in genealogy are very conscious of our mutual Canadian Heritage . Do not allow some small minority of bureaucrats with a very narrow politically correct view point to deny us and ALL future generations access to a vital portion of our Canadian Heritage There is here "a story" , the facts need to be related to the Canadian public . Judging from what I have seen in the media to date this is not happening . Sorry but "Uncle George " who came to Canada in 1912 and established a family and helped to build this nation , and whose son (s) and grandson(s) who died in Flanders or Dieppe or Hong Kong Kong or Korea didn`t really exist because we can no longer "prove" with Census data that they were really ever here!! This folks is the absurd reality we are currently faced with .. And guess what ? the first census in Manitoba and Saskatchewan was 1906 . Without this Census info these 2 provinces will have no data available whatso ever!! " Cultural Genocide " has never been the practice of any government in our history . But tonight I suggest to you that this will be the enevitable result if vital Canadian records so willingly provided freely by our citizens in ages past are not made available to us and the citizens of the future. We have no alternative but to relate to our respective Federal representitives our displeasure . We request that the media inform itself about this vital Canadian Heritage issue and relate to the public fairly and unequivocally the issues involved. Please forward a copy of this to your local media - and your federal rep if you wish with your comments please ; this is a battle we as genealogists , pro or amateur we cannot afford to lose ! The listing describes the cemetery as: Forest Hill, Trinity, Digby Co., NS and on the next line: Digby Trinity & Trinity Anglican & England All the same. The difference in the spelling of the first name could easily be a typo when the list was made or even on the documents. This is the only Garland on my listings for Digby County.

The 142- foot ship was built at Trout Cove, Digby County, and was owned by Lloyd D. Morton, who was also the Captain of the vessel. With him at the time, was his wife, Amelia Morehouse.
