We do not have a complete answer for Patti Caswell, but here in the US we had the Pony Express horse riders to deliver mail, and around the turn of the century Western Union had cyclist who delivered telegrams, and other business used them to make quick delivery of inter office communications. In the various services during war time from revolutionary days on down, there was always some form of dispatch rider, by horse or later by motorcycle in WWI and WWII.
