I too got burned by the "no guarantee" policy. I've got several solids references that said my uncle was born in Manitoba, but yet after 13 weeks of waiting they said they have no record. Very disappointed in their helpfulness. Even though their form said that you would have an answer within 15 business days they verbally said 10 - 12 weeks.
