There is a website for Canadian Vital Statistics Offices at www.gov.ab.can/ma/reg/vs/sa.htm. I phoned the Manitoba Division for the forms to obtain a birth certificate; when I faxed my request, they phoned me to tell me they didn't have enough info to do a search and they didn't charge me. They were very helpful on the phone, and just this week I have resubmitted my request. Good luck!
