Joan - I believe that these records are only for immigrants entering the USA through the Canadian border. This was formed because many immigrants were landing in Canadian ports and then stepping over the border rather than going through the stringent immigration procedures at US ports. As for visitors, I would think that would probably be covered under another form, possibly something along the lines of a visitor visa. I'm not really sure about this but I would be curious to know the answer to your question as that might open up another avenue for searching. Anyone?
