I found a NOT FILMED entry not long ago and I emailed to the address on this page (under frequently asked questions) http://www.bcarchives.gov.bc.ca/services/inquiry/faqs/vitalfaq.htm#nomicrofilm and just asked if there was anything I could to to get the record. She wrote back and asked for my snail mail and then mailed out a copy to me. I sent it off to someone who needed it and we were all happy! I imagine it doesn't always work out so well, but it's certainly worth asking.
