Yes, on whatever the date is the LDS will put the film out on their shelves in Salt Lake City and will then allow we folk in the hinterlands to bring copies of the films into our local LDS centers. The LDS will send a notice to the local directors advising them when they films will be available. Just a reminder we are talking about Onatrio b Birth, Marriage and Death Indexes and Registrations.
