Copied from "The Milne Report - Spring 2007" On March 1, 2007 I introduced a bill with a series of proposed amendments to enhance the accountability and transparency of Canada's so-called "New" Government. In a speech in the Senate Chamber, I outlined the contents and purpose of Bill S-223, "An Act to amend the Access to Information Act". During my speech I said that I think it's time this government was accountable to its supporters and fulfill some of the promises it so painstakingly laid out in its election platform document entitled "Stand Up for Canada". In a small but important way, Bill S-223 will do that. Bill S-223 will remove the blanket of perpetual secrecy which the "Federal Accountability Act" has thrown over audit working papers. In addition, my bill will add a public interest override authorizing the head of a governmentinstitution to disclose information where it is clearly in the public interest to do so. Bill S-223 also removes the new secttion of the "Federal Accountability Act" that forces the Auditor General and the Commissioner of Official Languages to keep information obtained during an investigation or audit secret forever. I argues in the Senate that Bill S-223, if passed as I have outlined it, will commit this government to implement more of its election platform regarding the "Access to Information Act" than the "Federal Accountability Act" did. This bill will compel this government to put into law what they promised Canadians when seeking a mandate.
