    3. Judy: Delayed registrations of birth should be in the Births Index. The only difference would be when you found it in the index, you would not necessarily be able to access the film, and you might have to apply to Vital Statistics Agency to get a copy of the registration. There are certainly many cases of births that weren't registered at the time, but usually the person requires a birth record later in order to apply for a pension, etc. If the person died before that was an issue, then there might never be any registration. Does the obituary say that Thomas Cairns died in BC? If he was across the border in Alberta or in the USA when he died, there wouldn't usually be a BC death registration. Was it an ordinary death or an accident? If the death required investigation, there would be a coroner's report. I also did a search on just the date, for every death in Nelson in 1909, and no one with even a name close to Thomas Cairns, so I don't think he is there at all. I also tried just birth years as well, with no luck. Could they not have been registered, or maybe delayed registration?
