    3. Someone told me you can also get one at the county level for less money but I did not try that as I already had one from the state for my biological mother.     3. It sometimes takes as long as a year to get a document from the State. Counties are easier. Sometimes you need too much documentation to get Certs from L.A. County, that's why I asked for a transcription from someone that goes to the records office.
