Certain public libraries, university libraries, genealogy centers have a subscription to historical newspapers and they make it free to their patrons with library cards. Some of them allow you to access the papers it from home (via web) when you enter your library card number-you'll have to check with your local libraries/centers to see if they have ProQuest newspapers available. They have other historical newspapers available too, such as NY Times, Chicago, etc..
