Looking at the list of those codes again and you are correct. Where there are county and city names that are the same (Los Angeles, San Diego, San Francisco, and Alameda), there are two different codes. “19” is Los Angeles County; “70” is the City of Los Angeles. I typed in Ancestry.com and my name came up okay. I am not a paying member but am connected to another family tree that keeps me up dated and allows me to research with in that tree to certain points.
