Joe was the son of Modina/Modeana CARTER and lived in Susanville area. Family story has it that they may have been from TN and that he returned there before the child was b. 1968. Modeana/Modina CARTER may have also lived in Thousand Oaks, Alameda Co, CA In 1972 Tina Renee CARTER was adopted by her stepfather, Billy Verne KNAPP and her birth record amended, with original sealed. Billy Verne KNAPP was b 7 July 1941 in Siskiyou County. Judy Carol PRICE was b 9 May 1950 in Lassen County. They were married abt 1971-72 in Reno. The adoption took place in Susanville, Lassen County. Is it possible to get copy of the adoption records? Is it possible to get copy of original birth certificate?
