With recovery of the Buena Vista victims, word came of the drowning of a third Bakersfield resident, hurled into the sear from a capsized motorboat near Estero bay. The dead are Ruth Frazier, 22, of 718 Water Street; Cecil Hess, 42, of 1315 Lake Street, prominent as a baseball umpire here and a county employe, and Herman Boyd, 23. The bodies of Miss Frazier and Hess were recovered early today by sheriff's deputies who had searched since midnight when the report of the tragedy was received at the sheriff's office. Deputies Charles Howell, Ted McMahon, Charles Dewey and Jerry Leake sped to the scene immediately and found the bodies at daybreak. Harold Leymaster, 719 Water Street, Miss Frazier's brother-in-law, and Bob Cooper, 1017 1/2 P street, who saved themselves by swimming to a partly submerged levee after the boat sank, aided in the search. They told deputy sheriffs that Miss Frazier, Hess, Leymaster and Cooper set out on a catfishing trip on the lake last night about 9 p.m. On their return, the boat began to sink about 4 miles off the landing and capsized after fruitless efforts were made to bail out the water. Miss Frazier sank immediately and after several efforts to find her, Leymaster said he swam to the levee. Cooper called the sheriff's office when he got ashore. Hess disappeared immediately. His body was found near that of Miss Frazier this morning. He had been active for several years as an arbiter of local baseball games and was widely known in the valley. Young Boyd drowned as he swam from an overturned motorboat off the coast near Estero bay. Three companions who clung to the craft were saved by an oil company tug which went to their rescue. Assisting in the search for the bodies on Buena Vista lake were Tony Odleoni and C. L. Doss, of Old River, who brought their motorboat to the aid of the deputies and were commended by Sheriff Loustalot for their work. The Bakersfield Californian Monday, July 23, 1940 Pg. 9 Drowning Victim Funeral Wednesday Funeral services for Ruth Frazier, 21, of 718 Water street, who drowned early Monday morning in Buena Vista lake while catfishing, will be held Wednesday at 10:30 a.m. in the Hopson Mortuary chapel, with the Reverend William E. Patrick officiating. A native of Oakland, Iowa, Miss Frazier was employed by Kern General Hospital and had lived in Bakersfield and Kern county for one and on-half years. She leaves her mother, Mrs. Argilia Jewett, Nebraska; her uncle and aunt, Mr. and Mrs. John A. Schott, Grapevine. ------------------------------ The Bakersfield Californian Monday, July 23, 1940 Pg. 10 Hess Last Rites Set for Thursday Final rites for Cecil Jewett Hess, 48 of 1315 Lake street, well-known local resident who drowned early Monday morning in Buena Vista Lake, will be held Thursday at 9 a.m. in St. Joseph's Church, with the Reverend Father John Power officiating. Rosary services will be held Wednesday night at 7:30 o'clock. A native of Cordon, Indiana, Mr. Hess was known locally as a baseball umpire and former player. He was employed at the time of death as WPA supervisor of the new fire house in East Bakersfield. He lived in Bakersfield and Kern county for 29 years, during which time he had a wide circle of friends. He is survived by his wife, Mrs. Margaret Hell, Bakersfield; his daughters, Frances and Mary Hess, Bakersfield; two sisters in Nebraska, his cousins, Mrs. Robert J.
