Hello, I recently ran into the problem of locating information from the Stockton State Hospital Records. I contacted the California State Archives, which appears to have the records. I was told they were confidential patient records and could not be viewed by the public. The information I was seeking was relative to a man who died at the hospital. I was attempting to verify if he was buried at the hospital cemetery or if he was sent home for burial and now lies in an unmarked grave. I could not find this information out. I ultimately asked if the Archivist would support legislation enabling researchers to have access to these records after a specific, statutorial period of time, such as that which the federal census utilizes. He did not seem to oppose this idea but related he thought the legislators might have a difficult time with all the requests for more protections on privacy. Do we have enough support out there to push for legislation allowing access after 70 years, for instance?
