Morse Milton Joseph Morse died unexpectedly of a heart attack on June 10, 2001, just one week before his retirement as a teacher at Cesar Chavez Elementary School in Davis. The oldest of two children born to Milton Morse Sr. and Viola Morse in Sonora, he was 62. He was raised in Richmond, where he received both his primary and secondary education. His undergraduate and graduate degrees were obtained from UC Berkeley, Cal State Sacramento and the University of New York, with his thesis research conducted in Madrid, Spain. As a high school student, he had a job selling maps door to door in Richmond. It was then that he met his high school sweetheart and later his wife of nearly 42 years. Morse spent his entire 40-year teaching career in Davis. Teaching the young and the not-so-young was an unwavering passion that allowed him to touch many lives, both in the classroom and in his travels around the world, visiting old friends and meeting new ones. Believing that travel was one of the best ways to learn and to improve his abilities in the classroom, he was continually packing his well-worn suitcase and heading off with his family, his students and adult groups to various destinations in the United States, Latin America and Spain. Sadly, his next tour was to begin June 18, just a few days after his retirement. He is survived by his wife, Marie; three sons, two daughters and 12 grandchildren. These include Michael Morse and his wife Susan of Dixon, and their children, Shannon, Jessica, Kaitlin and Rickey; Mark Morse and his wife Lisa of Roseville, and their children, Quinn, Max and Sage; Marty Morse and his wife Shelley of Davis, and their children, Cole and Kyle and Mindy Dufresne and her husband Mike of Davis, and their children Ashley and Audrey; and Michelle Morse of Woodland and her son, Brandon. A memorial service celebrating his life will be held for the community on Thursday at 2:30 p.m. at the First Baptist Church, 38141 Russell Blvd. A private service for the immediate family will precede the memorial service at the Davis Funeral Chapel. In lieu of flowers, the family has requested that donations be made payable to the Milton Morse Memorial Fund, P.O. Box 1914, Davis, CA 95617. The memorial fund will be used to aid the Davis Spanish Immersion program and to construct a memorial in Morse's honor at Cesar Chavez Elementary School. Judie Cook has asked for more information on this Bill. According to the previously amended language for SB 1614: "This bill would require the comprehensive index described above, and birth and death record indices prepared or maintained by local registrars and county recorders, to be kept confidential, except that these indices may be disclosed to government agencies as prescribed by law. This bill would exempt these indices from disclosure under the California Public Records Act. This bill would prohibit a government agency from selling or releasing these indices except as authorized by law. This bill would also prohibit specified entities and individuals from releasing any of the information contained in a comprehensive index purchased from the State Registrar prior to December 31, 2001, to a 3rd party. This bill would authorize the department to assess an unspecified civil penalty to enforce this provision against individuals and other specified entities. "This bill would require, on or before an unspecified date, the State Registrar to establish separate noncomprehensive electronic indices of all California birth and death records and make the indices continuously, electronically available to county recorders' offices statewide. "This bill would require the noncomprehensive indices to be available at the State Registrar's office and in county recorders' offices for public inspection and viewing only at computer terminals designated for this purpose , by individuals who have signed a standard form certifying, under penalty of perjury, that the information they view will not be used for criminal purposes. By expanding the scope of the crime of perjury, and by increasing the duties of local officials, this bill would impose a state-mandated local program. "The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement, including the creation of a State Mandates Claims Fund to pay the costs of mandates that do not exceed $1,000,000 statewide and other procedures for claims whose statewide costs exceed $1,000,000. "This bill would provide that with regard to certain mandates no reimbursement is required by this act for a specified reason. "With regard to any other mandates, this bill would provide that, if the Commission on State Mandates determines that the bill contains costs so mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above. "Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: yes." As amended on May 30, 2002, SB 1614 has been reduced to the following: "SB 1614, as amended, Speier. Public records: vital statistics. "Existing law requires the Director of Health Services, as the State Registrar of Vital Statistics, to administer the registration of births, deaths, fetal deaths, and marriages. Existing law requires the State Registrar to arrange and permanently preserve the certificates in a systematic manner and to prepare and maintain a comprehensive and continuous index of all certificates registered. "This bill would declare the intent of Legislature to enact legislation to protect the confidentiality of birth and death record indices. "Vote: majority. Appropriation: no. Fiscal committee: no . State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. It is the intent of the Legislature to enact legislation to protect the confidentiality of birth and death record indices." Margie Campbell of San Joaquin County commented that it was probably a combination of Senator Speier and others receiving opposition correspondence and the present state of California's budget deficit and further impending financial woes. While this might be true, the fact that the Bill was not pulled entirely by Senator Speier tends to make me believe, as Phil VanCamp noted to me, that we need continue to be vigilant. If not, they could slip this through packaged with something else that would pass before we know it. As I said, for the work that we do we use the vital statistics information to identify any family members who may be buried in unmarked graves in our over 200 historic cemeteries. The information often gives us another clue as to how to contact family descendants to advise them of the condition of the cemetery where their loved ones are at rest. In many respects, we have acted as ex-officio family genealogists for hundreds of our county's pioneer residents. PLEASE don't contact me with genealogy requests, the other half of our battle is to protect the unmarked graves in the cemeteries from being desecrated by current interments AND convincing our county of the vested (prescriptive) PUBLIC title to the vast majority of the cemeteries. We have recently received a free website hosted by US GenNet and will be producing pages about what is happening in our county. It is not a pretty tale... IF you have a genealogy inquiry, please us the US GenWeb site for El Dorado County. We frequently check those postings and respond with whatever information we may have. Let's stay vigilant on this access to public vital statistics. The internet is a valuable and powerful tool to use in order for our voices to be heard. Greetings, SB 1614 which would have severely restricted access to birth and death records in California, appears to have to have been amended by Senator Jackie Speier. A brief review leads me to believe that Senator Speier may have received a large number of comments in opposition. To review the new text, go to: http://www.leginfo.ca.gov/cgi-bin/postquery?bill_number=sb_1614&sess=CUR&house=B&search_type=email It is important for genealogists everywhere to keep your eyes and ears open for potential future changes to this bill or the introduction of additional proposed legislation that may act to restrict access to public records. While I personally can understand the desire to stop identity theft, and I acknowledge that our new War on Terrorism may be dependent on stopping people who will steal the identities of others to commit egregious acts against our country and citizens, we cannot allow the acts of a few criminals to cause us the loss of freedom to these important documents of the past. If there are any professional genealogists out there who may have a reasonable solution the state could use to help prevent identity theft, I would hope you might contact Senator Speier's office and offer your recommendations or suggestions. Those who work at this craft by profession are going to be the ones who, by far, have the most vast and varied experiences that would lend itself to understanding the obstacles created by lack of record availability. Hello there On the tree below Elizabeth McCannell b. 1880 was sister to my grandmother Ellen Ann McCannell. My father Cyril was Elizabeth's son Roy's first cousin. I am interested in genealogy and have family information to share back to the 1700's in Scotland and England plus recent history. I am looking for information on the family of ROY SPEAR and his wife FRANCES ??? who lived across the street from Roy's father at 1196 Broadway Street, SanFrancisco in 1938 with at least the two small daughters DONNIE and BETH or BETT listed below. I found a FRANCES SPEAR who died in 1989 in CONTRA COSTA COUNTY, California and am wondering if she lived with one of her children there. Hannah EVANS EDWARDS b Wales - m. Robert EDWARDS b Wales & eventually settled in Belmont Co, OH. Apparently after death of her husb., Hannah EVANS EDWARDS moved to Contra Costa Co, CA in 1930's? and she died in 1958 at Contra Costa Co Hosp. Today I rec'd a copy of her obit and survivors include 2 daughters - Mrs. Charles E. CARLSON of Clayton Valley & Mrs. Raymond WILLIAMSON of Lafayette; 3 sons - Robert EDWARDS of San Lorenzo, Thomas EDWARDS of Antioch and Harold EDWARDS of San Francisco as well as "three brothers living in Ohio". According to obit, Hannah EVANS EDWARDS was a member of the Pittsburg Pythian Sisters lodge. Would very much like to contact any descendants to exchange family info. He graduated from Harry Ellis High School in Richmond in 1953 and served in the U.S. Army, with a portion of his duty in Germany. He was a computer consultant for SAP. He also worked as a materials manager for Spectrum Naturals, Black and Decker, and Whitey Research in Emeryville, which eventually transferred him to Solon, Ohio, where he lived for 10 years. He enjoyed traveling, camping and reading. He is survived by his wife of 37 years, Helyn of Rohnert Park, daughter Laura and her husband Richard Bolyard of Solon; son Steve Olejnik and his wife Christie of Valencia; mother Elizabeth Olejnik of Davis; sisters Christine Davis of Davis and Lisa Bruce of Vallejo; and grandchildren Michael and Nicholas Bolyard of Solon. I did try the mapquest.com site today but unfortunately the city has changed street configuration over the years. The area where I grew up in the 40's and 50's is now in the area of JFK park I believe. Mapquest could not find a Stockton Ave and 47th St. I could see that 47th Street is in pieces and it is now S. 47th Street. So guess my only hope is to sometime find a pre 1957 (year I married) Richmond City map. The area between Stockton and Cutting Blvd was WWII project housing for the Richmond Shipyard workers. I went to a new school for 4th grade called Portrero School, 1-6th grades. We went from there to Harry Ellis Junior High and I then went to El Cerrito High. I began in Stege Elementary before the new primary school was opened. Can anyone tell me if any of these schools exist anylonger. Oh, for Dec-June of 9th grade I went to Roosevelt Junior High. If anyone has a map of Richmond for the time period of WWII I would appreciate a lookup of how many blocks there were between the following points. 47th & Stockton to Cutting Blvd. 47th & Stockton to Portero Ave(?) 47th and Portero to Portero and San Pablo Blvd. 47th and Stockton to Harry Ellis Junior High, believe this school was near Mac Donald Blvd. and the gym field was east side of a railroad track. The shool was re-named and a different level of education sometime after 1956. It was just a block or so off Mac Donald and not far from a large park. Trying to establish those long walks to and from of my memory and their actual distance for my grandchildren. BJ
