Bob, I find mention of JAMES A. MC DOUGALL (w/two "l's") in a list of "attorneys of note" in San Francisco during 1850-1880. No details at all just his name is listed. This from by book HISTORY OF THE SAN FRANCISCO BAY REGION, by Bailey Millard, publ 1924. Sorry, I was hoping for a bio for you... Maybe the two "l's" will be a clue for you......
