    3. I can never over emphasize the issue of the lack of recordings of vital statistics after the 1905 law. The following is from the New Era, Alturas, Modoc County, California newspaper of 14 February 1912: Auditor and Recorder T.H. Ballard gives us the following statistics relative to birth, marriages and deaths during the year 1911. Births recorded 77; Marriages 54, Deaths 30. In this connection Mr. Ballard complains of our physicians in recording deaths and births. The law makes failure to send in a record of births and deaths a misdemeanor on the part of physicians, midwives, etc. These statistics are important and should not be neglected.
