I did not find anyone named Arthur and born in IN in the index. Do you have access to the look ups on ancestry.com? If you do, you can do a lookup by the number. I have access if you don't. I checked the number you sent and it was not listed. I would assume that the person either is still living or no one ever filled for Social Security benefits.
