Dear RS, Your Thomas Burns was in Michigan by 1840, in Cass Co. He was a landowner, so you may be able to find deed records for him in that locality that would help pinpoint his arrival. Censuses say his wife was born in NY, and that he was born in PA, but the 1850 census says he was born in Ohio. Good luck!
