Hi all: We've all witnessed various state legislatures tighten access controls on vital records. Ostensibly, they do this to curb identity theft. In truth, it's a knee-jerk reaction to a problem about which the know very little; moreover, they can't be bothered to take the time to learn anyhting about the problem. They simply must do something, even if the "something" is wrong, wrong, wrong.
