Pen, are you specifically talking the 1861 census here? In that year's census there is a widowed Ann TIBBY age 59 in Wendover (with son Henry age 18), indexed correctly in both the BGS CD and Ancestry. The CD tells me they are the only TIBBYs in Bucks (well, there's a Alfred TIBEY from Uxbridge MDX in Beaconsfield too). Two TIBBYs in Bucks in 1861 isn't a lot.....so you probably do need to shift your search to London, and for that I can only wish you luck as you'll no doubt need it!
