There are earlier censuses that also list children as adopted but it was not a formal arrangement as, legally, no there was no such thing at that time or in 1901. As I said, it's far more likely that they were, in effect, fostered. It's highly unlikely there was any legal agreement either since formal adoption did not commence until 1927.
