What is most likely, I understand, is that as surnames developed, (as opposed to titles,) people under the patronage, serfdom , tenent farmers etc. often took as their surname that of the Lord or Laird the were woking for. Hence the names of houses such as Neville, Godfrey, and so on. It didn't seem to strech to dukedoms though. People called York, or Norfolk are more likely to have been from those counties. It's rather like people calle King, or Prince or Pope etc. They are more than likely to have been descended from the regular player of such a part in the medieval mystery plays than from an actual king, pope, priest or saint.
