It could be done very easily in Photoshop. That is a pretty expensive package though. I believe they may have a lite version of it. Check it out at http://www.adobe.com/ The idea is that you place different pictures on different layers and then adjust the size and transparency. A word of caution though. Photoshop is not for the casual user. It is a complex package that is geared towards graphic design professionals. There may be other, easier to use, packages out there.
