I believe Phoebe LAZARUS (born 1841) is in the New York Passenger Lists on a certain commercial site, but this was, if I recall correctly, c. 1860, on her way to join the family in Toronto, and doesn't change the original problems of where she was in 1851 and after 1861. Hi Eve, just a thought, but could your 1851 missing Phoebe be the young lady listed in a weel known commercial ste as Shoebe Lazarus born 1842 Plymouth Devon living in St Mary Whitechapel, London? On an actual viewing, the name seems pretty obviously to start with a P not S to me !
