They say they cannot search without covering the cost, so it's fairly obvious that they are not going to return the fee if the certificate isn't found, as otherwise how do they cover the cost of the search - far more than supplying a certificate with a given GRO reference?! I am not usually a "half-empty glass" pessimist, but in this case even I am not optimistic!
