Was a father's name given if and when this child married? Sometimes the child is told who their father was. Sometimes an illegitimate child is brought up by grandparents and so gives grandfather's name as father when they marry. However, as the mother didn't register the birth in this case it does look as if it might be illegitimate. I did hear of one certificate where no father's name was given by the child's grandmother who registered the birth however she just did not get on with her son in law who had already left the family home and that was her way of disowning him!
