In at least two censuses it states his birthplace as Indiana. As you've no doubt seen there are several public trees for James Willis, son of John Robards Willis and Sarah Elizabeth Trimble, born in Haddon Twp., Sullivan Co., IN. This is right on the IL-IN border, so maybe James wasn't sure where he was born, or perhaps the family lived on the other side of the river.
