That means that over 95% is off-line. The requirement of registering vital events varies from state to state. Understanding WHEN a State started requiring birth/marriages and deaths to be registered with the State, will help you narrow down what you might be able to find. You need to pinpoint a specific area where the marriage may have occurred, and then investigate what resources are available to search for it, most likely a parish/church register.
