You could try: published cemetery indexes, local historical or genealogical societies, local libraries, volunteers (such as those at FindaGrave.com) and finally the cemeteries themselves. The cemeteries should have SOME records -- especially who bought the plot and when. If a William Oliver did, that gives you a great potential lead.
