The Lady who wrote the letter, Sarah Smith Stafford, was Ann Beatty's attorney. The letter is basically a "cover letter" for the Bounty Land application. There is a section in the application where Ann Beatty appoints Sarah Smith Stafford as her attorney. I would be happy to send scans of this application to anyone who is interested.
