Charlene, I have probably the same map issued by Commonwealth of Pennsylvania Historical and Museum Commission that shows Allegheny County formed Sept. 24, 1788. But my map indicates Allegheny was formed from a portion of Westmoreland and an area extending to Lake Erie that was "not included in any county" until April 8, 1785". According to that map, Washington County remained stable from March 28, 1781 until Greene County was carved out Feb 9, 1796.
