There are a number of reasons why they did not find the birth record - some which come to mind are... 1 - spelling of the surname may be different. My grandmother was always known to me as Gertrude Donahue. Even though I knew here date of birth from her, I wanted a copy for my records. Looking in the archives I couldn't find it and was very baffled. Later I found it under Gertrude Donahoe. 1 letter different on a popular surname can make the difference 2 - the timeframe specified may not be accurate, the individual may be 5 years younger or 5 years older... 3 - at the time the birth was registerd the first name may not have been set, and it was under (girl) or (boy).
