Nicole, having recently indexed the 1841 census for Yarrow, I can tell you that Thomas Waugh was not recorded anywhere in the parish. No Waughs at all. Those at Whitehope had names of Ballantyne, Cowan, Stoddart, Gray, Little and Brunton. Where did the 1851 census give as his parish of birth?
