Betsy is correct. There is no provision for a special election to replace a rep in the bylaws. I suggest a call for volunteers be issued on the SC list, asking the SC's of the region to forward to their state lists, and to the NE/NC list. It might also be a good idea to ask the CC's of the region to suggest candidates for the position.
