    3. I have listened carefully to this discussion and at this point have no real solution just some profound opinions. I have no doubt that the SC being discussed has stepped on people pretty hard. But I also know that having dealt with some complainants on the previous Board they can be just as controlling. I personally think this may be a combination of personal vendetta and real time problem. This has been a good honest discussion by members of this Board all of whom I respect for their sincerity of purpose and their desire to honestly represent their constituents. But in this case I don't believe the Board should consider SC removal unless the CCs vote approval. The state in question is an incorporated entity with bylaws insufficient to solve this internal problem because they are a top down organization as this state project's bylaw extraction shows: SECTION (Deleted). REMOVAL FROM OFFICE. Removal from office shall be by resignation or by two-thirds vote of the Board followed by a majority vote of members present at the next following General Membership Meeting or special online vote. Reasons for removal will be: 1.Behavior which can be shown to be detrimental to the mission of the project. 2.Shall include, but not limited to, abandonment of duties, and/or non compliance to Project guidelines. Note the word "followed". The state board must initiate removal action. This seems to protect the leadership by making their removal difficult, hardly a bottoms up situation, but nevertheless a bylaw adopted and in place. Our bylaws do provide for removal and supercede those of any subordinate part of the Project but only if the CCs act first. But something has bothered me over the course of serving on two Boards and that is vague grievances pitched to the Board and unsupported by facts of any kind. If someone complains that so and so did such and such we should ask for copies of the email and/or other supporting evidence to be filed by the Secretary. I would suggest we do that now for this problem. There are always a few who will tangle with the leadership and be unhappy but this is not cause for the Board getting involved unless the interests of the USGW Project are being threatened or harmed. The world has many people with controlling instincts which become manifest when they marry, assume some office or cannot control a situation. One or more of these factors may be the case here on both sides.
