Nancy, you do not need a page to create a group, however, you do need a Facebook account to create one and be involved, or in some cases even access the page or group. A fan page is pretty limited compared to a group.It is easier for people to find and "Like" while a group, they have to join. Either kind can be set up so people can or cannot post. In groups, you can go farther and set things so only members can post.
