After consultation on this issue, and in my interpretation of the below By-Law, since there has not been a change in the National Coordinator of the USGenWeb Project, pursuant to the following, a motion for sustaining the special rules is not required. See, "SECTION I. SUSTAINING/CHANGING THE SPECIAL RULES. These Special Rules will be sustained by motion/voting when a change in permanent National Coordinator occurs.
