David, the difference between this motion and both the Guidelines Document and the Grievance Procedures updates motions were both items on the agenda. They'd waited their turn and made it to the top of the list. Discussion had been held on both, so no explanation of what the intent was and no personal opinion had a need to be in either of the motions. Not so with this one, on either count. The grievance procedures updates were postponed because there was a time line that we were working under to name the NWPL SC representative replacement, the permanent board secretary had resigned and we needed to name a new one and the guidelines document approval needed to be vetted against the election committee procedures to ensure that the EC procedures aligned with the guidelines document. As for the guidelines document discussion, that discussion was postponed with motion 2009/10-29. Quite honestly, I should have declared the motion out of order because it did not go through the process of being placed on the agenda and waiting its turn to get addressed. I did not because I didn't want to deal with the accusations that I was not recognizing it because I wanted to be sure to control the meeting by ensuring that the hearing didn't get postponed. It's up to you - the motion can stand as is (which is correctly presented) or it can be declared out of order and the item be put on the agenda and it waits its turn.
