David,  You read correctly.  I refer you to Section VI of the Standard Rules, which deals with the numbering of motions.  It states: Effective with the Advisory Board term beginning 1 September 2007, when a motion is presented to the assembly by the Presiding Officer, the motion will be numbered in this format: * Four Position Term Year Start, ex. 2007. * Two Position Term Year End, ex. /08. * Sequential number starting with -01. * Example: 2007/08-12 represents term year beginning in September 2007 and ending in August 2008 and it's the 12th motion of the term.
