David, Your challenge that the action on the grievance decision must be ratified is without merit. The reference that you're quoting from Sturgis on pages 37-38 specifically refers to actions that were taken in emergency conditions or that were taken in the absence of a quorum. Neither of these conditions existed for the decision on the grievance appeals that were decided upon. Per Section VIII of the Special Rules at http://usgenweb.org/volunteers/special-rules.shtml, personnel matters and matters relating to grievances are considered highly sensitive and all discussions relating to them are held on the BOARD-EXEC mail list. Votes conducted in the closed session will be publically announced, which is the piece that I failed to include in the announcement, although that omission, in and of itself, does not void the action taken. For the record, Tina Vickery, who handled the appeals will be posting the voting results of each appeal. The disciplinary hearing that Tina is also handling is continuing. As a reminder, in the future, a challenge to ratify a vote cannot interrupt a speaker, requires a second and does not take precedence over any other motions.
