David, I do not need your assistance in counting to 14; or I still have all of my fingers and toes, so I can count to 20 without having to borrow someone else's. <g> I am perfectly able to determine when a motion passes or fails, per either Sturgis or our Project's bylaws without your assistance. Just because you determine that a motion has failed and decide to make another one (motion), that motion is still out of order until the former motion is formally declared either passed or failed. A second to the motion that is out of order is also out of order because the floor is not open. The motion to call the question has now been declared, so if you wish to move to table motion 2009/10-23, that motion will need to be made again.
