It was standard practice in New England to warn out all new residents as soon as they arrived. The social "safety net" in those days was the responsibility of the town of residence of anyone stricken with poverty. By warning out a newcomer, the town served notice that it would not be responsible in case anything bad happened to such folk -- instead, the responsibility would remain with the *former* home town. There was not usually any effort to drive newcomers out, once the formal warning was issued. John Chandler
