That sounds to me like another example of a child being too young, in some way, to comprehend the danger or even the meaning of the words. "Stranger" doesn't mean much to a lot of kids, especially those who have been treated well all their lives and just figured everyone was good, like mom and dad and grandparents. What they see around them is, to them, what the whole world of people is like. And then, as they get older and mature emotionally and mentally, they recognize the difference. My step-daughter would have had a problem with that class and the word 'stranger' at the age of seven. These are also the same kids that use the word "friend" very loosely. If they play with another child for 5 minutes, they're "friends". No concept of the real meaning. There is also the point that mst children who are abducted, or should I say suddenly disapear, are not taken by strangers, but by those known to them, and often to mom and dad too, which is why the child goes!
