I don't believe women have ever BEEN every position in a government, but you can bet they have always had a "controlling" input to those who were. Only men have set up societies that totally excluded the other sex, usually Military Governments, such as Rome, which the modern governments are mostly derived from, or in Monarchies, where there is a leadership based on heredity, or conquest. The Greeks had a strong political presence of women, although I am unsure if it was by Vote, or just "influence". I do notice in OUR government that the politically elected women representatives seem to be more "hardline" and extreme in their goals, views and actions, (based on observation of those that represent California).
