I can even add a little bit to what you pointed out, Jan, since I was ordained in CA. If a couple chooses to marry under the "co-habitation" clause of CA law to avoid the blood test, then those records are also considered confidential, regardless of where or by whom the marriage was performed. (Would you believe performing a wedding in a liquor store?)
